Every work at home job that I have applied for says that you have to have a landline phone instead of a voip phone because they will not support a voip phone. Is that true?

yes, this is true. The reason probably that they feel that the voip phones are not as secure, and as you will probably be handling sensitive information, they prefer that it is over a land line. Additionally, they do not allow cell phones or wireless land phones.
Yes it is true. Don’t try to get around it because you could lose your job or contract with that company.
Most of the phone companies offer cheap options if you are just doing inbound calls
